We're now certain that this is an American Ruby-spot Damselfly, after consultation with various people and books. It's a male, as you can tell from the configuration of the final segment of the abdomen.

Linda managed to get close enough to capture this spectacular image of the insect resting on a small stick near Onion Creek, which shows that you don't necessarily need high-priced photo equipment. This was taken with a Canon Powershot 40, more or less a "point-and-shoot" camera. Notice that you can even see the tiny antennae on the damselfly.
